Iraq and Kurdistan region Regulations: Commodity Import Export Specific Stipulations There are special stipulations on the following commodities when shipping to Iraq. If you plan to Import or Export one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.
Advertising Stickers
Shipments of advertising stickers require an import license issued by the Ministry of Financial and Commercial Control, provided by the importer. The import will be delayed and additional charges may apply
Cosmetics
Any Import Export cosmetics shipments of more than 5 kgs (actual weight) will require quality control and Ministry of Health approval from Erbil.
Dental Instruments
Shipments of dental instruments require approval from the Ministry of Health and may be delayed an additional 3 to 4 days.
Diaries
Diaries containing pictures, advertising, or other content considered offensive will be destroyed. Shipments of over 1500 diaries require a Certificate of Origin. Diaries may be delayed 3 to 4 days for censorship purposes.
Electrical Items
Shipments of electrical items requires Import\Export permission from the Ministry of Information and a Certificate of Origin. There is a US$50.00 charge in advance to acquire government approval.
Food import
Export requires an Import\Export license issued by the Ministry of Health provided by the importer. The import will be delayed and additional charges may apply.
Intercompany Data on CD-Rom/Disk
Data shipments to Iraq require an invoice with the value of the CD-ROM or disk only.
Medical Items
Shipments of medical items require special permission from the Ministry of Information and a Certificate of Origin. There is a US$50.00 charge in advance to acquire government approval.
Medical Instruments/Medical Equipment
Imports require an Import\Export license issued by the Ministry of Health provided by the importer. The import will be delayed and additional charges may apply.
Medicine
Imports of medicine require an Import\Export license issued by the Ministry of Health provided by the importer. The import will be delayed and additional charges may apply.
Military equipment
and military non-document shipments to Iraq require a “tax levy form” in order to clear the goods duty-free. Either the shipper or the importer has to complete the form. If no tax levy form is available, duty will apply. Please make sure that the correct importer's phone number and address are mentioned on the waybill and the invoice. Shipments of the following military equipment (troop needs -clothes, night vision equipment, weapons, walkie-talkies, and broadcasting equipment) require an import license issued by the Ministry of Interior, provided by the importer. The import will be delayed and additional charges may apply.
Parts
The invoice must include the name of the part, its components, and the machine that uses the part.
Software
Shipments of software require approval from the Ministry of Communication and may take an additional 2 to 3 days for clearance.
Tapes (Audio, Video, Magnetic)
Audiotapes or videotapes may be delayed 3 to 4 days for censorship purposes. Tapes that contain pictures, advertising, or other content considered offensive will be destroyed.
Telephone equipment telephones
telephone equipment and cellular telephones require approval from the Ministry of Communication and may take an additional 2 to 3 days for clearance.
Televisions
Shipments of televisions require an import license issued by the Ministry of Interior provided by the importer. The import will be delayed and additional charges may apply.
Toys
Shipments of toys with camera uses/equipment require an import license issued by the Ministry of Interior, provided by the importer. The import will be delayed and additional charges may apply.
USB Sticks
Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.
Prohibited or Restricted Commodities
In addition to the commodities which UPS prohibits to all countries or territories served (listed here), it is prohibited to ship the following commodities to Iraq.
Drones
Drones or their related accessories/manual books in Iraq are restricted. Without approval from the Kurdistan Ministry of Interior, cannot be cleared in Erbil airport and drone shipments will be automatically seized by customs if they are inbound into Iraq without approval from Kurdistan Ministry of Interior. Customs are very strict on Drones along with the Erbil general security department, resulting in heavy fines and suspension of license.
Israeli Origin Goods
Goods originating in Israel are prohibited.
Miscellaneous
Oil & Gas Industry Equipment or Material Related Oil and Gas Industry equipment or material related requires Ministry of Natural resources approval from the Importer. If a shipment is held for approval, 5$ storage fees will be applicable from the 4th day of arrival in Erbil customs.
Negotiable Bonds, Drafts
Personal Effects
Customers must use an authorized UPS / MBE (Mail Boxes Etc) Store or UPS Customer Center to ship personal effects. The UPS Store, Mail Boxes Etc. or UPS Customer Center will be required to identify personal effect shipments on the shipping label by placing “Personal Effects” in the Reference Field of a UPS “smart” label or in the Special Instructions Field of a UPS waybill. They must also clearly indicate ‘Personal Effects' shipment on the Commercial Invoice. Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or distribution are not considered personal effects and cannot be shipped on this basis. “Personal Effects” must be clearly stated on the invoice and goods description. All of the following documents must be scanned into DIS/SIR and originals on the package:
  • An inventory list with estimated values with the reason for importation (holidays, move, relocation)
  • A confirmation that the goods are older than 6 months and that they are intended for personal use only
  • A photocopy of the passport or ID card
  • Any items intended for any other use, such as wholesale or retail sales, business purposes, or distribution are not considered personal effects and cannot be shipped on this basis. Excisable goods (for example, perfume, alcoholic drinks, tobacco), medicine, and perishable food can not be cleared as personal effects. Personal effects shipments are not allowed in combination with Return Services.
